I've installed Spectra on Windows 2000, although I haven't done much with it
yet, so I'll take a stab at your questions.

Yes.

Since CF 4.0.1 isn't supported under Windows 2000, you'd best stick with CF
4.5.1.

It should perform as well or better with Windows 2000, as the TCP/IP stack
and IIS have been improved significantly.

You'll find that Windows 2000 isn't really all that different from Windows
