I'm pretty sure this file is just a placeholder, like /CFIDE/GraphData.cfm
and /CFIDE/Main/ide.cfm. These files also don't contain anything of
importance, if they even exist at all. For these files, when they're
requested, some internal switch within the CF server is thrown, and the CF
server just does whatever built-in action it uses for the response.
