I'd be quite surprised if the problem was caused by the use of Celeron
processors. We use those on the machines in two of our classrooms, and while
they're a bit pokey, they run everything OK, including CF MX.

Are you running the browser from the same machine as the server? Perhaps the
problem is on the client end, instead of the server end. Try using a
different browser - I'd go as far as using Lynx, or even better, a telnet
client or some other plaintext client (netcat, httpanalyzer from
http://www.coolfusion.com/).

Or, perhaps, the problem is with the database client, or something else for
all I know. If you use a new machine, you have to consider not only CF MX,
but every component on the machine, as a potential point of failure.
