No, you don't need it for anything, I don't think. You can run SQL-DDL
commands (CREATE, ALTER, DROP) through any ODBC client. You can even create
new Access databases through ODBC.

There aren't any, unless you plan to sit at the server console and use the
GUI tools to design new databases.
