With any service pack I've ever seen for Windows NT or 2000, you always had the option to download the entire service pack as a single executable. You could then burn the executable onto a CD; with Win2K service packs, you can slipstream the service pack into the contents of the original OS install CD, burn a new CD, and when you do an install from the CD you'd automatically install the SP at the same time. When I install Win2K, I complete the install and patching process before connecting the machine to a network. Also, I can't remember ever running into a situation where you needed a prior SP to install the latest SP.
