I have a situation where our files refuse to be deleted, or renamed.  We've
checked all the usual stuff like attributes and tried to see who is
accessing the file, but still it won't allow itself to be deleted.  Anyone
see this before?

We store our files in VSS, check them out to our web server as needed to
work on them, and check them back in when we're done with them.  We've
copied our web app's folder to a pre-production server for QA, and now need
to update the files with a number of the fixes we have made (basically took
a snapshot of our development code).  But the files still refuse to be
deleted.  My thoughts are that VSS is likely the culprit and somehow taging
the file as being opened, when it's not.  Our Sys Admin is swearing that
it's our application that's causing this (usual sys admin response...
<grins>).  The files in use are .CFM and .JS files, and do not perform any
file operations.  So my thoughts are that the problem is either with VSS, or
possibly with IIS.  Any thoughts?
