You can use
<Cfif *insert logic here to exclude*>
<cfexit>
</cfif>
within the header.cfm file.
<CFEXIT> stops the execution of that template, similar to cfabort, but
it just aborts the current template.
This makes the logic to exclude nice and clean since it is contained
within the included file.
