My sister has actually put something together at webassignment.com in Cold Fusion. It has a templates for interactive assignments (DHTML fill in the blanks, matching, concentration), database-driven homework submissions and retrieval, a school calendar, DHTML seating charts, automatic grading and student tracking, gradebooks, reporting features, assignment sharing, community features, and a bunch of other stuff. The front end doesn't looks so hot, and it needs an interface makeover, but the functionality is all there, and is already in use in a couple of classes at one school.
