Depending on how complex it has to be, it may not be very hard.
I wrote a few pages to collect data from a static survey and show the
results. One page to collect results and say "thank you", one to show
<cfgraphs> of the yes/no and rate-it questions, and one to show the various
responses to the essay-style questions.
About 45 minutes, all told.
