Some observations:

Moving won't fix it -- it will just fail (probably differently) in two  
locations rather than 1.

Let the client's wallet make the decision.

I t will , likely, be a lot more difficult (expensive) to slosh through  
through bowels of someone else's  non-working Perl/PHP/Other code, that  
to start fresh with a packaged CF cart (or one you develop).

Convince the client to pay you to put together a CF prototype of a  
solution.

Presented properly, it should be an easy sale!

For each day that passes, the client loses revenue, loses hosting  
costs, and realizes negative ROI on his web site investment.

Ask him how much it cost him per day?

Then propose a prototype for N days costs.

Do nothing -- slowly twist in the wind -- spewing $ as you do!

Do the prototype ( or the complete rewrite) you will recover your  
investment!

What are you waiting for, Mr. Customer?  It will never get any less  
expensive!
