UPS Shipping is one of their Premium tools. That's probably what you were using? You're not even allowed to use the premium tools on a hosted server. You have to own the server. Rates and Services is a standard tool. It's pretty standard, and believe me, I know from testing on their test server, if you even have the case wrong on a single XML element, you get an error.
