I like the solution of figuring out a way to upload the Access to the Server, upsize to SQL 2000 - how would I do this programmatically? (it's only a read only db on the server, no one writes to it) - He will not use the SQL 2000 on the server to update and manage the db (too slow) and inconvenient.

It is possible for you to use SQL Server, and allow your client to store a copy of the data at his office, although it might make things a little more complicated for both of you.
