Frames are evil :) Sounds like you've made some progress with the debugging? Is it working well enough to be usable? I can imagine why the floating debug page might not work with frames - I believe it uses a named window so each frames debugging would (try to) appear in the same floating window. That might be fixable by editing dockable.cfm I suspect (make a backup first!).
