And restart the CF MX Service after that.

If you feel like experimenting, try restarting just the RuntimeService 
(not sure if this will work):

<cflock name="serviceFactory" type="exclusive" timeout="10">

    <cfscript>
      factory = CreateObject("java", "coldfusion.server.ServiceFactory");

      r_service = factory.RuntimService;
      r_service.Restart();
    </cfscript>

</cflock>
