I'd be really, really surprised if net.exe isn't in c:\winnt\system32,
assuming you've installed Win2K to your C drive within the folder \winnt.

However, in any case, you shouldn't need to explicitly provide a path - try
replacing "c:\winnt\system32\net.exe stop|start" with "net stop|start".
Also, you might want to stop the executive before you stop the other
services, since the executive may just start them back up.
