I think it would make the CF Admin UI way too complicated (and make it too easy for people to mess up the configuration). There may be an argument for exposing a *few* of the specific configuration options from the XML files into the CF Admin on the grounds that they are more likely to need tweaking but in general, most of the XML configuration doesn't need changing so having it only accessible via a file seems reasonable.
My experience is that configuration files are easier to manage from a versioning and build automation point of view (but then I'm a UNIX guy).
