You could probably map the RateEdit.mdb in the UOWS\RateDate directory as a datasource and create some sort of synchronization process between your WorldShip workstation and the CF server, or install Worldship on the cf app server and make sure you run the program every once in a while to update rates. (in case of some minor surcharge change)
