Sorry! Now I understand what you mean, you are talking about translators. Translators aren't the culprit in this specific case, but they are indeed causing quite a bunch of hassles related to includes, especially if the includes cause unbalanced tags inside the main templates or if the main template is missing the <body> or <head> tags.
