If you're using 4.5, the tag may have been broken by the changes
Allaire made to CFHTTP. We're using the OTHER UPS price tag (Not by
Ben, but it's in the tag gallery), and it won't work under 4.5 at
all.
UPS returns its response with the MIME type "multipart/mixed". Since
CFHTTP 4.5 doesn't have that listed as one of it's text-only MIME
types, it ASSumes the response must be binary data & refuses to
display it. For that, and a number of other reasons, we went back to
4.0.1...

If I recall, Ben's tag is somewhat of a hack that parses what is
intended to be human readable responses from the UPS website. The
UPS Online tools use special 'Data Streaming' responses that contain
machine readable responses. The "other" UPS price tag in the tag
gallery uses this newer format.
