To add to Jochem's point, I wrote a free CF tag that dumps hiermenus code into a db 
field for exactly this purpose.

Performs great, although I stopped keeping it up and moved to Milonic when HierMenus 
came up with their ridiculous pricing model.  I think it'll still work with the 
current HierMenus ver.

You can get creative and do different menus for different pwd levels, or even 
individual ones for each user, although I've only done the former.
