Check the archives for post about indexing database queries with Verity. A couple people have run into some sort of nebulous limitation with it where it will not index past a certain amount of records.
Sometimes this limit is 5,000....sometimes its 10,000....it fluctuates. In short, there's something wrong with Verity on CF.
