Contribute is very closely inner-twined with Dreamweaver--reuses a lot of the code base. If it were written in Java, it would have to be totally written from scratch.
I'm also not sure you could do all the things Contribute does if it was written in Java--particularly the integration with outside applications like Flash and Office.
