There are built-in controls to limit users to a particular directory; disallow editing of scripts/includes/forms/ or even anything but text; allow or disallow the ability to assign css styles, and disable the <font> tag and even inline css styles. You can limit users to only edit pages, create pages based on templates, , create pages by copying any existing page, or make anything from scratch. And you can define a file size limit to how large of a graphic can be used on a page (in KB, not dimensions.)
That's pretty much what you can control. You can create groups of users with different permissions.
