Granted my knowledge of Cyrillic is somewhat limited, but
http://cfmx.oli.tudelft.nl/index.cfm appears to suggest that
windows-1251 (http://www.iana.org/assignments/charset-reg/windows-1251)
works just fine. And that is windows-1251 running on a Windows system
with Dutch locale connecting to a unicode database on an OpenBSD system
with English locale :-)

I am sure the other 2 will work just fine as well (ISO-8859-5 and
iso-ir-144 are actually the same charset) given the appropriate setup.
