Rob, I updated 2 servers with the Updater you mentioned (Windows/English) - one last night and one this afternoon after the other seemed to work fine. I haven't had any issues.
I know this is probably a stupid question, but did you stop all the CF Services before you installed and did you make certain you selected the correct CFIDE directory? It defaults to the standalone CFIDE location - maybe you just need to stop the services and re-run the Updater.
