I think you can run sshd under Windows, and have been able to for some time. I think this is described in detail in the O'Reilly book "Securing Windows NT/2000 Servers for the Internet", which has been out for about two years. However, last time I checked, you couldn't run it as a service without using a service wrapper. Note that I haven't actually done this myself, though, since I'm happy with other alternatives.
