Considering they're usually just $100-$200, I think they're worthwhile. Certainly they're not enough to get you a job or anything, but they do add something to an application. Does depend on the certification though.
You asked about non-CF certs. I have a MCP VB6 certification. I took the exam because we were hiring a VB programmer and I wanted to evaluate the exam. In this particular case, I would say the certification is completely meaningless. Lots of questions about setting up a development environment, using the IDE, and tons of stuff about deployment. Very little actually programming questions. I think the CF exam is a much better indicator. Be warned though that certification can actually hurt you. If you're not certified, then the employer just doesn't have that quantifier. However, if you're certified and list that you're certified, they'll likely ask your score. If you barely passed, then it can look worse than not being certified. Doesn't mean don't take the exam, but if you don't feel your score accurately represents your abilities, don't tell anyone you're certified. My $0.02.
