You can do all of that with Outlook 2000 or 2002, for that matter, with a
little bit of work. If you don't want to view HTML email at all, there's a
little freeware plugin called NoHTML; it's available on the NTBugTraq site
(http://ntbugtraq.ntadvice.com/). There are a whole bunch of other options
described here:

If you just don't want to run scripts in your email (and you don't), you can
just configure Outlook to treat email as belonging to the "Restricted Zone".
If you don't want Outlook to fetch images or other content, rendering web
bugs ineffective, simply disable outbound TCP from Outlook to any machine
other than your mail server within your personal firewall software.

If you're running Outlook 2002, you can easily configure it to render any
non-signed HTML mail as plain text:
