No clue.  Custom Tags have to be lowercased on *nix as well.  Always has 
been.  I would imagine for the same reason.  I do agree with you though, 
but ... I learned the hard way.  I had to go rename all my files and fix 
all the code and give it back to the client.  Now I don't use names like: 
someCFCFilename.cfc, I use somename_whatever.cfc
