I think that was actually supposed to be pulled out of the docs. Here's what I was told regarding that setting: "It turns out that the isolation level gain is nearly negligible, and can degrade performance in some cases...found after CFMX Server shipped".
If you did want to try it in your environment, you'd add the line indicated in the release notes to your jrun-resources.xml file for that particular data source.
