I have not implemented paypal yet but just started reading the docs 
because I need to install a paypal payment option.

If I remember correctly - their developer page and samples is pretty 
clear. I thought I had seen an option where you simply send paypal the 
amount and some items and prices to their cart - the person pays and 
upon approval they send back a confirmation and allow you to have your 
visitor return to where ever you like.
So basiscally you should be able to check their confirmation and send 
them to the appropriate download page - therefore your not sending it in 
the URL which would be incredibly unsecure and easy to bypass for any 
intermediate internet user.
