IMHO it doesn't compare at all (apples to oranges).  WebDB provides a slew
of Oracle System Admin utilities and wizards for performing database-centric
tasks and very basic data-entry/view type applications.  It also provides
for a cookie-cutter "Intranet" wizard for setting up basic information and
file sharing capabilities.  

However, the crux of the matter is what WebDB is not; is a not fully fledged
development environment.  It is not an Application server (or even a Web
server for that matter).  It's a collection of widgets.  Any advanced logic
is provided through PL/SQL which you must write yourself.  Yes this can make
it very powerful if you know your PL/SQL stuff inside out (which I do not),
but it's not suited for presentation-layer manipulation or logic (once
again, my opinion). ColdFusion on the other hand provides for a very slick
balance of Database and Presentation layer manipulation that can make use of
the best elements of both.

A more appropriate comparison would be between Oracle's Application Server
and ColdFusion.  Of course, I havn't done that one yet!

Considering the cost of Oracle, the relatively small cost of CF should be a
no-brainer.  Especially since you'll make up the difference many times over
trying to re-write everything ColdFusion can do in PL/SQL on WebDB.
