This is more about COM than cfmx. You should look at MTS http://www.microsoft.com/com/tech/MTS.asp
Although maybe you chould create a application/session instance of a COM, anyone try that before?? Might be interesting. If you create a cfx out of the dll, you can get cfmx to keep it in memory. BTW : the Java / COM bridge in mx is http://www.intrinsyc.com so more info there.
