Andy, well, if the sc component is installed, you can start IIS mang in authoriing mode (use a "/a" on the short cut), then go to "file->add snap-in". Look in the list of available extensions and verify that the SMTP extension is checked. If it's not listed you can still add it, but it escapes me how.... support.microsoft.com would help.
