ok, well, I use the same, and have yet, in 2 years to have an ip 
change, I also use a router, that sends traffic to each ip on my network
for each service, im not running an isp by any means, but my dev server
is setup on that, and it works, and is really fast.  email me off list

Some cable companies block port 80, so you may have to use another.  Is
this just for testing or are you going to run an actual site?  If they
see a lot of traffic, they may get suspicious

Thanks to everyone for responding....I looked and they have a 30-day
refund
policy....so I cancelled my membership....I am thinking instead of using
my
own pc as a host. I have a cable modem...so I know my ip address can
change....but other than that are there any recommendations anyone would
have for not doing this. Security issues, things like that. I'd really
like
to get around paying for hosting when I have broadband access and all
the
software already...
