This code should throw and error:
<cfoutput query="OutputList">
<a href="##Count#">Technology & Security Benefits</a>
</cfoutput>

You should have an extra # in front of ##Count# (###Count#)

I'm not sure if that will solve your issue, but there ya go ;-)
