The file "c:\ST30.r1w" is not an executable. While you may be able to run it
yourself as if it were an executable, this relies on the shell detecting
that there's a specific executable that should be invoked to run the file.
You'll need to find that executable, and execute that, and pass your file to
it as an argument.
