We ran into this issue.  Our company standard is still Office97.  It sucks.  IIRC 
Office 2000 has an upper limit too...but then when you dump in excess of 2 to 5 MBs to 
a web browser, you can expect shite to happen.  What we did to help alleviate this is 
to create a temp CSV file on the server with the data then dump it to the browser with 
the proper http header changes.  Excel97 can handle more data this way compared to 
dumping tables to Excel.
