I'm trying to quantify the value of a couple different code bases in
relation to each other.  Lines of code won't work, because one of them is a
large, well-architected FB3 application, and the other is a smaller, mismash
of spaghetti logic with a LOT of duplicated code (like two nearly identical
forms for adding and editing an item).  Anyone have any good ideas about how
to measure them?  individual pages seems like it might be promising, perhaps
weighting by number of form fields.  Have to weigh in for actions as well
(sending emails and such) that aren't represented by a page.

I have my percepted value already figured for the bad app (approx. nil) but
my boss wants a number and some logic behind it.

Any ideas would be appreciated,
