When you follow the formula they specify, you will always come up with a number that is a multiple of 9 (up to 81). Therefore, there are really only 9 possible answers, all of which have the same symbol. (Check out the symbol for each number that is a multiple of 9 to see what I mean.) The symbol changes with each "round" so it will be different each time to keep you from catching on too quickly.
