Does the URL encode function escape this?

I've found that in CFMX, if you pass a URL param that contains a . CF thinks it's a 
structure instead of a string, and therefore throws an error when you try to output 
it.  example:

myPage.cfm?fileName=myFile.exe

Does anyone know of a fix for this?
