It could. That's why there's a distinction in privileges between clicking a
link, and clicking an application. Inside a document browser we're used to
jumping hither thither and yon, and we want to be protected from ill
effects. In a trusted application installed on your machine there can be
considerably more leeway.

(I'm assuming you're already aware of the options to create standalone
applications with the Macromedia Flash technology, in addition to the
common in-browser usage.)
