A .swf is a file with instructions for a certain application. A HTML 
document is a file with instructions for a certain application.

In the end, the reason we let HTML run on our computers is because we 
trust the browser to process the instructions in a certain way that 
keeps the actions within certain bounds. I fail to see why a Flash 
player can not built an equal or even better trust.
