I wouldn't know of any such standard, but it is an issue I have encountered as well. What I was wondering is if there would be any interest in defining an XML schema for documentation and write some tools to create several derivative forms, such as human readable documentation that resembles (to the extend allowed) the official CF documentation, some form that can be imported in CF Studio Tag Completion, something readable by UDFDoc etc. Probably not something for you if you need to have your docs finished yesterday, but just wondering if there is any interest.
