Check out csgjobs.com - It took me just about 3 - 4 days to write the 
code, the forms and graphics for that job site.
Running off access database - each job is assigned a unique ID by 
database. Past that in a secure area - people from 5 offices can submit 
jobs, with a simple note system. As well in internal - I am using verity 
to search through 4 specific "job location" directories of word docs - 
approx 10,000 resumes right now. Using verity was a quick and painless 
way - and depending on what office your searching from I use coldfusion 
to just swithc the verity recursive directory solution.

on the job side - it is simple - searching is not all too robust - but 
it was a quick solution. I think you'll find that it is incredibly easy 
ot just sit down and write it out. Weigh that against the solid day or 
two looking and installing, testing then learning the code you implement 
for alterations - you'll probably be half there just doing it.

THis site was also done when I was fairly new at coldfusion. Sort of the 
zen approach - it's very simple on the back end... but looks and works 
quite well.
