Hmmm, are you using the system user as the user CF service operates under? Or have you created a new user?
Ensure that the user has permissions on the database folder, it is also a good idea to ensure the db is not in a folder that is accessible to the web (ie: your inetpub/wwwroot or whatever dir structure you use).
