A 2D array is actually an array of 1D arrays, so... in your example, row1 is an array, row2 is an array, and row3 is an array... So you could get an arraysum on any of those rows by using arraysum(mytgtarray[myrownum]), however, arraysum only works on a single-dimensional array (which mytgtarray[myrownum] is because you're selecting out that row which is another array), so if you want to get a sum for col6 you have to either reverse the dimensions (so that what are on the rows now are along the columns and vice versa), and select arraysum(mytgtarray[6]) or you have to manually build an array or a sum from each individual row. You might want to check cflib.org for some UDF's to manage arrays with. :)
