Nope, SiteMinder is only used when you implement security contexts, policies, etc 
through the CF Administrator Advanced Security section.

When loading CF 5.0, it appears that even when Advanced Security is not selected, 
Siteminder is loaded.  Also, all the bat files on Macromedia's site for tasks such as 
stopping and starting the services include
Siteminder.   Is Siteminder used in any way for Basic Security, but it's
just not documented?
