Open the IIS management console, right-click on the virtual server in
question ("Default Web Site" by, uh, default), select "Properties", go to
the "Web Site" tab, and enter 127.0.0.1 in the "IP Address" field.

There are all kinds of wacky things that happen with DHCP and laptops, so I
wouldn't worry too much about that.
