Being able to look at code is a requirement from the UAAG so I 
think everybody who has to adhere to section 508 has a problem there.

Pics would still be loaded using separate requests, so you would 
just use some cache explorer and grab them from the browser cache.

I don't think it would be that huge. You are still looking at 
Flash as a tool for websites. I feel it is much more a tool for 
applications.
